The Australian Government has begun a staged public consultation, running from July to October 2026, on how it will implement the National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026.
- Introduced to Parliament on 14 May 2026, the Bill covers a new functional-capacity-based assessment framework, “new framework” planning, and a commissioning approach for home and living supports.
- July’s consultation round focuses on commissioning home and living supports and on the design of a $200 million Inclusive Communities Fund.
- A new Technical Advisory Group will give independent, evidence-based advice on the assessment framework used to decide who can access the Scheme.
Why it matters: This is separate from the operational changes that started 1 July — it’s the consultation phase for the bigger legislative reform that will reshape eligibility and planning, so it’s a chance for participants and providers to have input before the rules are locked in.
